MSFT had said "The free Windows 10 upgrade offer will end on 29 July 2016." and the website now shows "The free upgrade offer to Windows 10 has ended" and hence I think they disabled TechBench and opened sales nearly simultaneously. Perhaps another major service pack type of update like 1511 is coming shortly too.
