I do not think you stripped out something.
Original VL Image: SW_DVD5_WIN_ENT_LTSC_2019_64-bit_English_MLF_X21-96425.ISO is 3.8GB and it is version 17763.107 So the question remains how and what did you remove? |

You can use dism to mount the image and take more stuff out of it. Your file is also the LTSC version it simply does not come from the volume license program.
