Use this tool to activate.
I use this for my 2003 server converted to desktop.

boot in safe mode
run this
WIN3kXP_CRK.EXE

restart

activation by phone
activate
put 4011111 for all field
like this:
4011111-4011111-4011111-4011111-4011111-4011111
done you are activate.
this cracks for xpsp2 and win3k sp1(1039)
